Abstract: Rural communities face distinct infrastructure, institutional, cultural, and technological constraints that require tailored approaches for planning and deploying emerging transportation technologies. This project develops a systematic, data-driven, and technology-enabled framework named “Techniques for Assessing Community Technology Readiness” (TACTR) to modernize rural transportation planning and strengthen decision-making. The work evaluates rural-relevant solutions (e.g., rural ITS, automated shuttles, adaptive traffic signals, carsharing, and broadband expansion) and integrates diverse data sources into a web-based platform. TACTR provides (1) readiness assessment tools and scoring systems to evaluate preparedness across key domains, (2) case-based reasoning tools that serve as decision-support guides by matching community needs and contexts with relevant prior examples and implementation considerations, and (3) maps and communication features to support stakeholder collaboration. The platform helps planners identify gaps, prioritize investments, and advance targeted strategies for technology adoption in rural and small-town settings across the Southeastern U.S.
